Canada College vs University for Nepali Students (2026)

Canada college vs university for Nepali students is now mostly a question of immigration rules, not just fees. A university bachelor’s, master’s or PhD has no PGWP field-of-study requirement and needs CLB 7, while a college diploma or certificate must be in an eligible field and needs CLB 5; spouses of most college and general bachelor’s students cannot get an open work permit, and graduate students at public institutions no longer need a PAL. College is usually cheaper per year, but the fine print decides what you can do after you graduate.

PGWP: the biggest difference

The post-graduation work permit (PGWP) is the reason many Nepali families choose Canada, so start here. According to IRCC’s PGWP eligibility page:

  • University degree graduates (bachelor’s, master’s, doctoral) have no field of study requirement. Any subject can lead to a PGWP if you meet the other rules.
  • College, polytechnic and other non-degree graduates must have graduated in an eligible field of study if they applied for their study permit on or after 1 November 2024. Non-degree university programs follow the same rule.
  • Language: university bachelor’s, master’s and doctoral graduates need CLB 7 in English in all four skills; college, polytechnic and non-university graduates need CLB 5.
  • Minimum length: the program must be at least 8 months (or 900 hours in Quebec).

Length matters too. IRCC says a program of 8 months to under 2 years can give a PGWP up to the same length as the program, and a program of 2 years or more can give a 3-year PGWP. Master’s graduates are the exception: a master’s of at least 8 months can still give up to 3 years. IRCC states plainly that this exception does not apply to certificate or diploma programs. So a one-year college certificate usually means about a one-year PGWP, while a one-year master’s can mean three.

The eligible fields list for college programs is long and changes from time to time. We track it on our PGWP field of study 2026 page. Check your exact program against the current list before you accept an offer.

PAL/TAL: who still needs one

A provincial or territorial attestation letter (PAL/TAL) is your seat under Canada’s study permit cap. The IRCC PAL/TAL page says most applicants need one, including college and undergraduate students. Students in a degree-granting master’s or doctoral program at a public DLI are exempt from 1 January 2026, but must show proof of the exemption. Quebec applicants need a CAQ instead.

In practice, a Nepali student going for a diploma or a bachelor’s depends on the school issuing a PAL from its provincial allocation. A student admitted to a public university master’s does not. For more on how the cap works, see our Canada study permit cap 2026 guide.

Spouse open work permit

Many Nepali applicants are married, so this rule changes the family plan. Under IRCC’s spouse work permit page, from 21 January 2025 a spouse or common-law partner can get an open work permit only if the student is in:

  • a master’s degree program of 16 months or longer;
  • a doctoral program;
  • a listed professional degree program at a university, such as MD, DDS, JD/LLB, PharmD, DVM, BScN, BEd or BEng; or
  • one of a small number of specifically listed programs.

College diploma, certificate and general bachelor’s students are generally not on the list. A spouse may still be able to apply for a different type of work permit, but not the open one tied to your studies. Our spousal open work permit guide goes into detail.

Costs: what the official pages say

Tuition varies widely by program and school, so use these only as examples, and always read your own offer letter.

  • College example: Seneca Polytechnic’s Business – International Business (Ontario College Diploma) lists international tuition of CAD 7,891.50 per semester for September 2026 to August 2027, or CAD 9,372.02 including ancillary fees and health insurance for the first semester. Two semesters of tuition come to CAD 15,783, about Rs 16.97 lakh.
  • University example: York University estimates international undergraduate tuition for 2026-27 at about CAD 40,000 a year for most programs (about Rs 43.02 lakh), CAD 40,000 to 44,000 for business, CAD 38,000 for computer science and CAD 47,000 for engineering.

Remember the total: tuition times the number of years, plus living costs and the proof of funds IRCC asks for. A 2-year diploma can be far cheaper than a 4-year degree, but a 1-year master’s after a Nepali bachelor’s may give a longer PGWP than either. Read our proof of funds update, then add up your numbers in rupees.

How to decide, step by step

  1. Write down your goal. A specific job, a PR pathway, or a qualification to take back to Nepal each points to a different choice.
  2. If it is a college program, check the field. Confirm it is on IRCC’s current eligible list before paying any deposit.
  3. Check the program length on the letter of acceptance. Under 8 months gives no PGWP; under 2 years (non-master’s) gives a shorter one.
  4. Check the PAL situation. Ask the school whether it has PAL allocation for your intake, or whether you are exempt as a public-DLI graduate student.
  5. If you are married, check the spouse rule before you choose, not after.
  6. Plan your English score. CLB 7 for university PGWP and CLB 5 for college. Make sure your test result converts to the CLB level you need.
  7. Compare the full cost in rupees, including years of study and living costs.

What Nepali students should know

  • Postgraduate diplomas after a Nepali bachelor’s are college programs. The field of study and CLB 5 rules apply, and IRCC’s 3-year master’s exception does not.
  • Your study plan must make sense. If you hold a bachelor’s from Nepal and choose a lower-level diploma in an unrelated field, explain why clearly in your letter of explanation.
  • Get your NOC from Nepal’s Ministry of Education before you pay fees from Nepal.
  • Do not trust a promise that “every college program gets PGWP”. IRCC’s eligibility rules decide, not an agent.

Common mistakes

  • Choosing a college program by name without checking the field-of-study list.
  • Assuming a one-year college certificate gives three years of PGWP. It does not.
  • Planning for a spouse to work full-time when the student is in a diploma program.
  • Taking an English test that meets admission but not the PGWP CLB level.
  • Comparing one year of college fees with one year of university fees, instead of the whole program.

What to do next

  • Shortlist two or three programs and check each against the table above.
  • Read our study in Canada from Nepal overview and the health insurance by province guide, since cover differs by province.
  • Ask the school in writing about PAL availability and whether your program is on the PGWP eligible fields list.

Frequently asked questions

Is college or university better for PGWP in Canada?
University degree programs have no field-of-study requirement, while college programs must be in an eligible field. A master’s of at least 8 months can also give up to a 3-year PGWP, which does not apply to diplomas or certificates.

What CLB score do college graduates need for PGWP?
CLB 5 in all four skills for college, polytechnic and non-university programs. University bachelor’s, master’s and doctoral graduates need CLB 7.

Can my spouse work in Canada if I study a college diploma?
Generally not through the student-spouse open work permit. Since 21 January 2025 it is mainly for spouses of master’s students in programs of 16 months or longer, PhD students and listed professional degree students.

Do master’s students need a PAL in 2026?
Not if they are in a degree-granting master’s or doctoral program at a public DLI. IRCC says this exemption applies from 1 January 2026, and you must provide proof of the exemption.

Is college cheaper than university in Canada?
Usually per year. Seneca lists CAD 7,891.50 tuition per semester for one business diploma in 2026-27, while York estimates about CAD 40,000 a year for most undergraduate programs. Compare the full program cost, not just one year.
