Australia Student Visa Refusal Reasons and What to Do Next
The most common Australia student visa refusal reasons come from a short list of legal requirements. The officer may not be satisfied that you are a genuine student, or that you have genuine access to enough money. You may lack the right English evidence or Overseas Student Health Cover, or fail the health or character checks. Or the file may contain false or misleading information (PIC 4020). Your refusal letter names the exact criteria. Read it first, because it decides whether you can seek review at the Administrative Review Tribunal (ART) or should reapply.

Australia student visa refusal reasons at a glance
| Ground | What the officer must be satisfied of | Typical problem in a file |
|---|---|---|
| Genuine Student (GS) requirement | You genuinely intend to study in Australia | Weak or copied GS answers; course doesn’t fit your study or work history; unexplained gaps |
| Financial capacity and genuine access to funds | You have enough money and genuine access to it | Large recent deposits not explained; loan not disbursed; sponsor’s relationship or income not shown |
| English language | You meet the English evidence for your main course | Wrong test, low score, or expired result |
| Health insurance (OSHC) | You have adequate health cover | No proof of OSHC. Study Australia says the application “will be refused” |
| Health and character | You meet the health and character requirements | Health exam not done; police certificate missing |
| PIC 4020 | No bogus documents or false or misleading information | Fake bank statement, altered transcript, undisclosed refusal |
1. Genuine Student requirement
The Home Affairs Genuine Student requirement page says the GS requirement applies to applications lodged on or after 23 March 2024 and replaced the old GTE statement. Officers consider your circumstances, immigration history, compliance with visa conditions and any other relevant matters. The factors they list include:
- Your situation at home: why you are not studying a similar course in Nepal, your personal ties, and your economic circumstances.
- Your plans in Australia: how well you understand the course, the provider and life in Australia, and how much research you have done.
- The value of the course: whether it fits your current education and improves your job prospects, and how it relates to past or planned work.
- Immigration history: past visa applications, travel, and any refusals or cancellations, for Australia and other countries.
For Nepali applicants, a GS refusal usually means the answers didn’t connect clearly: previous study, then gap, then this course, then a believable career. See our Genuine Student answers guide.
2. Financial capacity and genuine access to funds
The 12-month living cost amount for a single student is AUD 29,710 (about Rs 31.48 lakh at the NRB selling rate, 17 Oct 2026, AUD 1 = Rs 105.97). It is set in LIN 19/198. Course fees and travel are on top. Having the amount is not enough. The Home Affairs genuine access to funds page says you must show you will genuinely have access to the money. In particular:
- If someone else is providing the funds, show the relationship, their identity documents, and any past support. If a business is involved, show that it is operating.
- “You must explain any recent large deposits.” Ongoing deposits, such as wages, also need explaining.
- For education loans, “the best evidence of genuine access for a loan is disbursement”.
Our Australia student visa financial documents guide covers how to present sponsor income, property valuation and loans from Nepal.
3. English, OSHC, health and character
- English. Study Australia says the English evidence you need depends on your main course. If you could not finish a test in time, attach evidence of the steps you have taken.
- OSHC. Study Australia’s visa application steps say: “If you don’t provide proof that you have this insurance, your student visa application will be refused.”
- Health. You may need a medical exam with a panel physician. See Australia health examination in Nepal.
- Character. Character requirements apply, and a Nepal Police Clearance Certificate may be requested. See Nepal police clearance online.
4. False or misleading information: PIC 4020
Public interest criterion 4020 is in Schedule 4 of the Migration Regulations. It is the most serious refusal ground for students, because it affects future applications too:
- Your visa can be refused if there is a bogus document or false or misleading information in your application, or connected to a visa you held in the previous 12 months.
- If you are refused under PIC 4020, it also counts against any new application made within 3 years of that refusal. This covers you and your family unit members, unless you were under 18 at the time.
- If you are refused because your identity could not be confirmed, the look-back period is 10 years.
- The waiver is narrow: it needs compelling circumstances that affect the interests of Australia, or compassionate or compelling circumstances that affect an Australian citizen, permanent resident or eligible New Zealand citizen.
For Nepali families, the danger is usually a document “arranged” by someone else, such as an inflated bank statement, a fake experience letter or an edited transcript. You are responsible for everything submitted in your name. Check whoever is helping you with our consultancy red flag test.
What to do after a refusal, step by step
- Read the decision record line by line. List every criterion you failed and every piece of evidence the officer mentions.
- Check your review rights. The letter says whether you can apply to the Administrative Review Tribunal (ART) and by when. The ART replaced the Administrative Appeals Tribunal (AAT): the Administrative Review Tribunal Act 2024 commenced on 14 October 2024. Deadlines are strict, so act within the time on your letter.
- If you have no review rights, your options are usually a new, stronger application, or a different plan such as another country or a later intake.
- Fix the actual problem. If the problem was money, get clearer evidence or a disbursed loan. If it was GS, rebuild the logic of course and career. If it was English, get a new score.
- Talk to your provider. Ask whether your CoE is still valid or whether you need a new one.
- Disclose the refusal. Immigration history, including refusals, is part of the GS assessment. Hiding it can itself be misleading information.
- Budget for the fee again. The student visa application charge is AUD 2,500 from 1 July 2026 (about Rs 2.65 lakh).

If you are already in Australia
Since 2 October 2026, most temporary visa holders, including most current student visa holders, cannot lodge a new student visa while in Australia unless an exemption applies. According to Study Australia’s October 2026 update, exemptions include needing up to 12 more months with the same provider and progressing to a higher-level course. If you have to apply from outside Australia, you must also be outside Australia when the visa is granted. Get advice early if your visa is close to expiry.
Common mistakes after a refusal
- Reapplying the next week with the same documents and the same answers.
- Changing the story completely. Officers can see the earlier application.
- Paying an agent who promises a “guaranteed” visa, or a “setting” with an officer.
- Missing the ART deadline while deciding what to do.
- Not reading the PIC 4020 part of the letter. A 3-year bar changes every plan.
Frequently asked questions
What is the most common reason for Australian student visa refusal?
Home Affairs doesn’t publish a ranking of reasons. The grounds that come up in refusal letters are the Genuine Student requirement, financial capacity and genuine access to funds, English, OSHC, health and character, and PIC 4020.
Can I reapply after an Australian student visa refusal?
Yes, unless you were refused under PIC 4020, which affects new applications for 3 years. Reapply only after fixing the specific problems in the decision, and pay the AUD 2,500 charge again.
Is the AAT still used for visa appeals in Australia?
No. The Administrative Review Tribunal (ART) replaced the AAT when the Administrative Review Tribunal Act 2024 commenced on 14 October 2024.
What is PIC 4020 in an Australian visa refusal?
It is the rule on bogus documents and false or misleading information. A refusal under it can count against new applications for 3 years, or 10 years for identity issues.
Do I have to declare a previous visa refusal?
Yes. Immigration history, including refusals and cancellations, is part of the Genuine Student assessment, and leaving it out can be treated as misleading information.
