VET vs University in Australia: A Guide for Nepali Students

VET vs university in Australia comes down to the qualification level and what happens after you finish. VET (TAFE and private colleges) mostly covers Certificates I–IV, Diplomas and Advanced Diplomas, AQF levels 1–6. University and other higher education covers bachelor’s degrees and above, AQF levels 7–10. Degree graduates get a 485 visa of usually 2–3 years. VET graduates get up to 18 months, and only if their qualification matches an occupation on the skilled list. Since 2 October 2026, students can no longer come for higher education and then transfer onshore to VET.

AQF levels explained

The Australian Qualifications Framework (AQF) puts every qualification on a scale of 1 to 10. According to the AQF Second Edition, the levels are:

  • Levels 1–4: Certificate I, II, III, IV (VET)
  • Level 5: Diploma (VET and higher education)
  • Level 6: Advanced Diploma, Associate Degree
  • Level 7: Bachelor Degree
  • Level 8: Bachelor Honours, Graduate Certificate, Graduate Diploma
  • Level 9: Masters Degree (research, coursework or extended)
  • Level 10: Doctoral Degree

AQF levels matter for visas. Home Affairs uses them to decide whether a new course is a genuine progression. Study Australia’s VET page also notes that Diplomas and Advanced Diplomas may give credit towards a university degree.

Cost: what is the same and what isn’t

The visa costs don’t depend on the sector. The student visa charge is AUD 2,500 from 1 July 2026, according to Study Australia. The living cost amount you must show is AUD 29,710 a year either way. Work rights are also the same.

Tuition is what differs, and there is no single official price list. Study Australia says fees vary across cities and programs and points you to its official course search, which lists each course’s fees. Compare the total cost, not just the yearly fee. A cheaper Diploma may lead to a shorter 485 visa and fewer PR points, so it may not be cheaper in the long run.

485 visa: the biggest difference

The Temporary Graduate visa (subclass 485) has separate streams:

  • Post-Vocational Education Work stream is for graduates whose study requirement is met with an associate degree, diploma or trade qualification. The qualification must be relevant to a nominated occupation on the skilled occupation list. Stay: up to 18 months.
  • Post-Higher Education Work stream is for graduates with a degree-level qualification or higher from an Australian institution. Stay: usually 2 to 3 years, depending on the qualification.
  • Second Post-Higher Education Work stream gives degree graduates who studied and lived in regional areas 1 to 2 more years.

Study Australia says you must be aged 35 or under when you apply (exceptions apply). Study Australia reports the 485 application charge rose to AUD 5,750 on 1 July 2026 (about Rs 6.09 lakh). Our 485 visa fee and age limit guide covers the details.

2 October 2026: no more onshore HE to VET switching

This is the change Nepali students most need to know. The Home Affairs minister’s announcement says the reforms that took effect on 2 October 2026 “remove the ability of students to come to Australia for Higher Education and transfer onshore to VET”. It also says:

  • 12-month transfer restriction: non-school students must stay in their principal course for 12 months, up from six, before transferring to another provider. Exceptions apply, for example if the provider or course stops being registered.
  • Interim only: this applies until 30 June 2027. From 1 July 2027 a new transfer visa stream is planned, and students will need the new visa before starting at a new provider.
  • New visa in Australia: the Home Affairs fact sheet says one exemption for applying onshore is progressing to a course at a higher AQF level. If you completed a higher education course, “your next course must also be a higher education course”.

In practice, a university offer is no longer a way to enter Australia and then move to a cheaper VET college. Choose the sector you actually want before you apply from Nepal. If you are already in Australia and thinking of changing, read changing course or provider on a student visa first.

PR points: how the qualification counts

The skilled points test, in Schedule 6D of the Migration Regulations, gives:

  • 20 points: doctorate from an Australian institution (or recognised equivalent)
  • 15 points: bachelor degree or higher from an Australian institution (or recognised equivalent)
  • 10 points: diploma or trade qualification from an Australian institution, or an award recognised by the assessing authority
  • 5 points: meeting the Australian study requirement
  • 10 points: specialist educational qualification
  • 5 points: study in regional Australia, if you meet the conditions
  • 5 points: a Professional Year in Australia

Points are only part of PR. Occupation lists, skills assessments and invitation rounds matter more. See Australia PR 2026–27: 189, 190, 491.

Which suits a Nepali student?

  • After +2 with good marks: a bachelor’s degree gives the stronger 485 and points position. A Diploma that leads into a degree can be an option if it is planned as one package from the start.
  • After a Nepali bachelor’s: a master’s (AQF 9) usually makes more sense than a Diploma (AQF 5). A lower-level course can also raise questions under the Genuine Student requirement about how the course fits your background. See Genuine Student answers.
  • A trade career you really want: VET can be the right choice. Check that the qualification relates to an occupation on the skilled list before you enrol.
  • Check the provider. Make sure the course is CRICOS-registered in the official course search,.

Common mistakes

  • Picking VET only because the yearly fee is lower, without counting the shorter 485 and fewer points.
  • Planning to “enter with a university and shift to a college”. Since 2 October 2026 this route is closed onshore.
  • Choosing a Diploma after a bachelor’s without a strong reason, which weakens your Genuine Student case.
  • Assuming any Diploma leads to a 485. VET graduates need a qualification related to a skilled-list occupation.
  • Trusting promises of “guaranteed PR” from any course.

Frequently asked questions

Is VET or university better for PR in Australia?
On points alone, an Australian bachelor’s or master’s earns 15 points against 10 for a diploma or trade qualification. Degree graduates also get a longer 485. But PR depends mostly on your occupation and skills assessment.

Can I change from university to TAFE in Australia in 2026?
Not onshore. Since 2 October 2026, students who came for higher education can no longer transfer onshore to VET.

How long is the 485 visa for diploma holders?
Up to 18 months under the Post-Vocational Education Work stream, if the qualification is relevant to a nominated occupation on the skilled list.

What AQF level is a diploma in Australia?
Level 5. An Advanced Diploma is level 6, a bachelor’s degree level 7 and a master’s level 9.

Do VET students need less bank balance for an Australian student visa?
No. The living cost amount is AUD 29,710 a year for any student visa applicant. Only tuition differs.
